You will find below a grouping of different materials that are normally discussed at our in-person or online Orientation Session once the Senior Entry Level Clinic has been completed. Manitoba Soccer Referees Association Per the MSA Rules and Regulations (page 16):
All referees on the Senior List of MSA Referees shall be members of a referee association that is a Member in good standing of the Association. Although not required, youth referees may choose to become members of a referee association.

MSA Registration
Every year, referees across manitoba are required to register with the MSA (the provincial body for soccer). This registration marks the referee as active, covers them for insurance in the case of an accident or injury at the field, and makes them eligible to receive game assignments from their assignor(s). Senior List Referees must complete the Annual Referee Registration in order to receive games.

  • 2020-21 Annual MSA Referee Registration
  • Senior List Referees will also be registered with the MSRA by following the prompts on the MSA registration form linked above.
  • Senior List Referees must select Manitoba Soccer Association as their 'Association' and not select their district or community center; this affects the assinging system.


Assigning Information

  • Referees will have 48 hours to turn back assignments from the time of being notified of the appointment.
  • Referee assignments must be honoured after the 48 hour period following receipt of assignments. A referee is responsible to find an appropriate replacement of the same classification or higher if he is unable to fulfill the assignment. The replacement must be approved by the MSA Assignor.
  • Although the practice of trading or switching of assignments between referees is discouraged, occasionally it becomes necessary.
  • As such, the fee structure for trading/switching assignments will be as follows:
    • Match traded/switched up to 48 hours prior to kickoff – $5.00 per match*
    • Match traded/switched with less than 48 hours prior to kickoff – $10.00 per match*
    • Match traded/switched over the weekend or on statutory holidays - $10.00 per match*
    • *For indoor matches, a block of games or linked match assignments for a referee will be considered as one trade and subjected to a fee as if it were a single match.
  • Fees for traded match assignments will be reported by the MSA Assignor to the MSRA Treasurer for deduction from the referee’s monthly payment for game fees and payable to the MSA for Referee Development.
  • The MSA Referee Program reserves the right to waive any fee should reasonable justification for the assignment switch be provided. The MSA may require the referee to provide a physician’s letter in situations of illness or injury.
  • Referees will be subject to a $50.00 fine and possible disciplinary sanctions if trades or switches of match assignments are not reported to the MSA Assignor.

Goalline Information

New Referees to the MSA Senior List will need to be sent an initial login email that will include your first password to the referee login page. Please update this password as soon as you get in because it is very short, generally only 5 characters long. If you do not receive this email, please contact the MSA Assignor as soon as possible. Also, please make sure that for any and all future registrations on the Goalline System that you always check the box on the waiver screen that you wish to receive emails from Goalline. This is described in the PDF above, but opting out of Referee emails may result in not knowing when you have been sent games, not knowing when future games are coming up, and not receiving emails from the MSA Assignor about cancellations or reschedules.

Senior List Referees who do youth games in the district will need to use the District Club login from the WYSA website in order to print the game sheets for these youth matches. The Senior List login only has the WYSA Premier divisions and does not have the WYSA Recreational Divisions that the District Club Referees officiate.

July 15, 2020 Updates to the above regarding Printing Game Sheets:​
  1. We have experienced issues with logging in. For the time being,
    1. Please use only the MSA website to log in when using the dseniorref username.
    2. Please use only the WYSA website to log in when using the dclubref username. (this account has no reason to access the other sites)
  2. For all WYSA games, their first week of games are ‘Exhibition Games’ and therefor are not part of their ‘Regular Season’. Because this was not outlined in my video because I was not aware, you will find games for this week on their Exhibition Schedule as shown in the screenshot below. Those of you who cannot find their games should look here.
  3. There are a few things that we have been waiting for Goalline to fix for a while now, but have not come up yet in their queue. These include Team Names and Coaches Names showing up on the WYSA-Style Game Sheet that you will be printing for WYSA games. Please ask the teams who they are and write their team names down just like you would in any regular game where a team forgets to fill this out. Remember, you will need to be the one to write this down.
  4. As we progress through the season – especially after these first couple games – player jersey numbers may not yet be updated. As WYSA and the MMSL go through these reports they will be updating the jersey numbers as they enter in the results. Please write clearly any corrections you make on the game sheet so that your photo of the game sheet can be seen clearly. These corrections will make this progress smoother for future games.
  5. On the topic of game sheet emails, please make sure you do not send the leagues your email with a blank subject line, or a subject line that is generic. Please use the following template for your subject lines so that the leagues are able to quickly process these emails – they will be getting many of these each day from now on and this is very important. You can optionally include the words ‘Game Sheet’ at the front if you like.
    1. [Game Sheet:] <date (yyyy-mm-dd)> <division> <home team name> <home team score> <away team name> <away team score>
    2. Ex: Game Sheet: 2020-07-14 U15BPR1/U17BPR2 South Central 1 WSEU 3
    3. The most important things to include are the date, division, and team names.
  6. Player Registrations continue and rosters are still being finalized. If you encounter a player or group of players who are not appearing on the roster, please ask for some sort of confirmation email or verification that the player(s) is on the team. You will then need to write that player(s) name down and make a note on the game sheet that they were not originally listed – you can include this in your email to the league as well.
  7. Lastly, I have found that it is helpful to write down the time that you have printed the game sheet. WYSA game sheets already have a spot for this called the ‘Time Received’ which was previously used as the time when the coaches gave the sheet to you after it was fully filled out. We can now use this spot (or write our own one down) to indicate the time that we have printed the game sheet.
  8. Lastly, only Senior Mens games in the Manitoba Major Soccer League require the results to be submitted online. This includes forfeits. For all other games, you are only required to print the game sheet and that is where the online tasks end.


Covid-19 Information  




Laws of the Game - website page here ​​Laws of the Game Exams will be administered most months throughout the year. These exams are generally 20 questions with multiple choice answers and may include video clips. Senior List Referees are expected to complete these exams, and in some cases failure to do so may impact eligibility to receive game assignments.


Documents and Forms - website page here Please print out a copy of each of the first 4 forms and bring them with you to your games. The Caution Form does not need to be filled out, but it is useful so that you know which 'caution code' to mark on the game sheet if you ever give a yellow card. For example, a yellow card for 1(F) vs one for 5 are quite different things (unsporting behaviour for faking an injury vs delaying the restart of play).


Policies - website page here Please make sure to do a water break during each half if it is an extremely hot day. We can play games for humidex values up to 45 - after that it is too high and games must not play. - See the Severe Summer Weather Guidelines for more.

Please familiarize yourself with the CSA Lightning Safety policy - as long as you can hear thunder or see lightning you must stop your game and wait 30 minutes before resuming. Every additional lightning or thunder that occurs requires a new 30 minute countdown before resuming play. If after the waiting period to make sure it is safe the field is either too dark due to low light conditions, or there is another game/rental/booking on the field, then you should abandon the game and make note of it on the game sheet - mark the time of the game that you stopped play (ex: 68' minute)

Please familiarize yourself with the Concussion Policy. Player safety is very important and we must be familiar with this policy as it is in effect nation-wide.
